Medical security system is the important measure to resolve the risk of disease,safeguard the national health, is a widest complex project which is in the social securitysystem. Chinese rural medical security system is an important part of social security system.China 's rural medical security industry ever had had brilliant history, rural cooperativemedical system in China, served as the social medical security system, by the WHO and theworld bank as "to a minimum of input to obtain the greatest health benefit " of the "Chinamodel", praise it is "developing countries in addressing health funding only model"(WHOand WorldBank,1975), and in the developing countries in promotion. However, with the80'sof the rural economic system reform, the rural cooperative medical system in the nationwiderapidly atrophy, already from the heyday of the90%nationwide coverage dropped to5%,although experienced90s "Reconstruction" and "pilot", its coverage is always hoveringaround10%. In recent years, rural existence of broad farmer medical treatment is difficult,expensive and takes rural impoverished population1/3of peasants to send deficient to returndeficient problem.Therefore, in the rural areas of China to establish medical security system to effectivesafeguard of rural residents' health, not only in relation to the Chinese rural residents livingconditions, the development of rural economy and social stability, also matter to theinternational image of China and in the world of social economic development the position inthe process.
