The outpatient pharmacy of hospital is the last link that is experienced by theoutpatient and its management level and service quality directly affects themedical experience of patients and hospital image. There are mainly twoproblems in the management of outpatient pharmacy: one is the high druginventory, which occupies a lot of fund and business room and the other is thelong time for patient’s medicine receiving, thus leading to a lot of complaints.This is mainly because the management procedure of outpatient pharmacy hasproblems. There are many researches concerning the perfection and optimizationof outpatient pharmacy management, but they are only limited to a certain aspectand lack quantitative basis, so the above two problems can not be solvedessentially.By taking H hospital as an example, this paper conducts applied research onthe improvement of outpatient pharmacy management based on the processreengineering theory, analyzes the drug procurement and inventory managementprocedure of outpatient pharmacy and elaborates the problems in such procedures.The drug procurement and inventory management procedure is rebuilt, in whichthe inventory is managed by the supplier, who can rapidly supplement theinventory of drug by the interconnection and interworking of its informationsystem with the hospital. The ABC and CVA inventory control method is used forclassified drug management and the safe drug inventory and ordering point isbuilt to realize the zero inventory management of drug. The drug dispensingprocedure is rebuilt by combining the Chinese and Western pharmacy,introducing the automatic dispensing system to change the series-wound servicemethod into shunt-wound service method, thus effectively shortening the waitingtime of patients and improving patients’ satisfaction. The pharmacy managementperformance of H hospital before and after improvement is compared withbalanced score card to verify the effectiveness of pharmacy managementimprovement.The service capacity of improved outpatient pharmacy is greatly improved.However, there are still such problems as resource waste and insufficiency due tothe unbalanced arrival time of patients. By applying the Queuing Theory to theplanning of service capacity of medicine receiving window, taking H hospital as an example, and with the service time of window staff and the medicine receivingpeople times of patient during peak hours, peacetime and low hours as the datasample, this paper plans the optimal window opening number at different time,balances the service cost of hospital and waiting cost of patients, and optimizesthe outpatient pharmacy management.
