Objectives Research on effect evaluation of People’s Mediation mechanism in Mediationof Medical Dispute, sum up its advanced experience and problems, and then proposeoptimization strategy of it.Methods Use comparative approach to summarize the characteristics and experiences ofmediation mechanism in mediation of medical dispute; use Questionnaire and Interviewto investigate managers of medical institution, doctors and patients, and people onMedical dispute mediation committee; use descriptive statistics, t test, f test,，Kruskal-Wallis test，and logistics regression to analyze effect evaluation of People’s Mediationmechanism in Mediation of Medical Dispute.Results1Compared with the foreign medical dispute mediation mechanism, it reflectsthat ADR is the main trend, to put ADR as the pre litigation is the distinguishing feature,multiple mediation model is the direction. Compared with the domestic ones, it canconclude that the problems are the lack of operating expenses, qualified personnel andmedical liability insurance.2Effect evaluations reflects that it has achieved a higherdegree of policy objectives, prevented conflicts, done the front consultation to resolveconflicts, mediate the medical disputes and execute the mediation agreement execution.The reaction and satisfaction of doctors and patients are high, but there are still someproblems.Conclusions1Benefit analysis of People’s Mediation mechanism in Mediation ofMedical Dispute reflects that its time cost is less than litigation and administrativemediation, monetary cost is almost zero, and opportunity cost is also low based onvoluntary participation. So it’s low investment and high yield.2The characteristics ofTJ’s People’s Mediation mechanism in Mediation of Medical Dispute is neutrality,profession, efficient, legal, reliable and multi linkage.3The optimization strategy is thatspecification of laws and regulations, innovation of expert review mechanism andregulatory mechanism, joint of litigation, improvement of medical liability insurance,introduction and cultivation of professional talent, increase of government input andmultiple financing, and enhancement of multi linkage and propaganda.
