With the development of society and economics, and the popularization ofmedical insurance system, the demand of medical service increases unceasingly,which provides the hospital good opportunities for development. At the same time,with the deepening of medical health care system’s reform, the hospital is faced withthe fierce medical service market competition. So, the hospital should pay moreattention to the internal operation management, in order to inmprove the effiency ofmedical service, reduce the operation cost, and improve hospital competitiveness. But,there are many problems in the medical service process. The unreasonable medicalresources scheduling cause the disorder of medical service flow, increase the patients’waiting time and consultantion hours, decrase the efficiency of medical service, andadd the medical workers’ workload.The major research content is as follow:Firstly, this paper analysis the external environment of hospitals’ operation, andsummarize the opportunity and threats in hospitals’ development, point out thenecessary and importance of internal operation management improvement.Secondly, based on the domestic and abroad literature review, the papersummaries the content and method of medical service study, which offers the logicalsupport for the subsequent medical service scheduling study.Thirdly, applying the queuing method into medical service, this paper forms thetheoretical model of medical service queuing system. And, the paper deeply analysisthe parameters and rules of patients, queuing and service in detail, forms the templateto deal with the medical service scheduling.Finally, this paper selects a Tianjin cardiovascular hospital operating roomscheduling rules as the research objects, forms the operating room scheduling modelby the help of the goal programming and simulation software. The results show thatthe shortest queue method can balance operation room’s work time, decrease overtimeand improve workers’ satisfaction.
