Objective:Understand the situation of medical institution talents in Xinjiang; at the same time, forecast the demand for health human resources of medical institutions in Xinjiang and set the configuration standards of health human resources of medical institutions in Xinjiang in2015,2020. Methods:Using SPSS16.0, constituent ratio and the average speed of development indicators to analyze all kinds of health human resource changes, degree title constitutions descriptively in Xinjiang2008-2012. Using Health Manpower Act to calculate the demand for doctors and nurses of medical institution in Xinjiang, based on the demand, considering the population growth to configure practicing (assistant) physician; based on this configuration, considering the intended ratio doctors and nurses to configure registered nurses. Result:Number of medical staff showed a growing trend in Xinjiang, the average growth rate is6.44%;And among which, the number of medical staff per thousand is11.27in urban and5.31in rural areas. Medical technicians are dominated secondary, primary and class title, and with low proportion of sub-senior or above. Dominated by Associate and technical secondary school degree, and less Bachelor degree or above. Demand estimation results shows:the doctors" demand of station hospitals of prefecture is13955in2012, now is12263; the demand of primary medical institution in urban is20873, now is16818; demands7361in county, now is4557. The ratio in prefecture hospitals should be1:1.8; in county hospitals should be1:1.6, and in community health service agencies should be1:1.0. The configuration results shows:in2015, the total numbers of medical staff will reach227410, which increase50300than the number in2012. In2020, the total numbers of medical staff will reach295195, which increase118100than the number in2012. In2015-2020,the number of practicing (assistant) physician per thousand will be3.11,4.04,and the registered nurse will be4.36and5.66per thousand. Conclusion:The distribution of health human resources of medical institutions is unreasonable in Xinjiang. There is a big difference between urban and rural areas also city and county. Health manpower is better capitalized in city which is economically developed, has strong cultural atmosphere and great climate and geography. And the manpower is relative scarcity in prefecture with a backward economy and weaker cultural atmosphere. The total number of health manpower of medical institution sufficient in Xinjiang, but the overall quality is low and affects the quality of health service. The configuration of health human resource is a new task, and there are a lot of problems to investigate in the method and theory. Only by continuously strengthening on all aspects of theoretical research and summary of practice of medical agencies, we can make the reasonable allocation of health human resources more effective, and achieve a wider range of benefits.
