| The CPC Central Committee and the State Council joint16ministries has issued "on deepening the medical and health system reform opinions" in2009, which marks the official beginning of the new round of reform of the medical and health system."Opinions" put forward that it should advance the national essential drug system in order to implement the relevant policies of the new medical reform. All the government primary health care services of Jiangsu province in2011have fully implemented the basic drug system. Four years has passed. How the situation of the implementation of the basic drug system appear; how to affect the implementation of our government’s investment in financial compensation; whether the burden of medical expenses can be solved or not; whether people’s problems can be alleviated to some extent from the current situation called "difficult and expensive," or not; whether it can ensure that the target system for basic drugs under rational drug policy implementation is achieved or not. These issues needed to research and analyze the effects of implementing the national drug policy and systematically analyze and study their impacts on the implementation of the basic drug system policies.The Yancheng Community Health Service Center is regarded as the example and the effects of national essential drug system on the national use of drugs of community health service institutions are studied in this paper. The theory hypothesis of the implementation of essential drugs system and the empirical analysis of Yancheng City community health service institutions are studied by explaining the research background, purpose, significance and content framework. Conclusions are drawn as follows. The implementation of essential drugs system is beneficial to the return to public welfare of community health service institutions and the objective of lower drug costs is firstly achieved. Although the rational use of drugs in community health service institutions has been improved, there is still a gap in the WHO specified requirements. Finally, the following suggestions are put forward, such as accelerating the legislative construction, improving the legal protection system of basic rational use of drugs, establishing the reasonable compensation mechanism, improving the supervision and management mechanism, actively promoting the performance appraisal of institutions and personnel and so on. Countries should propaganda the basic drug system by various forms of education. |
