Community Health Service Institutions The Basic Drug System Investigation And Effect

Objective:Discussing and researching the effect and the influence of initial stage on the national system for basic drugs implementation have important meaning to adjust and develop the future policy. This project aims to explore the implementation effect of the basic drugs system in the basic-level medical institutions of the city, understanding the basic drugs influence of community medical institutions, medical staff and patients, providing references and policy suggestions for the basic drugs system further effective implementation.Method: This study summarizes the historical evolution and implementation of the basic drugs system on the basis of researching a great deal of literature. Survey the relevant information such as the outpatient fee, drug expenses, outpatient amount and per capita medical expenses of the community health institutions through the questionnaire, send questionnaires to the doctors and patients in order to investigate the effect and the influence of the basic drugs system, and analyze by the relevant statistical analysis methods.Results:(1) Implementation of the system of basic drugs lowered the outpatient expenses and drug expenses of patients, it was reduced 20.2% and 26.8% (P<0.05). The outpatient service was increased 24.1%. The per capita outpatient expense was reduced 29.9%. The per capita medicine expense was reduced 35.7%. It was deficient that the supply of essential medicine. (2) Analyze the questionnaire to medical staff and patients to analysis which shows that implementation of the system of basic drugs plays a positive role in the development of medical institutions, control patients medical expenses and so on. But it has certain effect on the medical behavior of medical staff (P<0.05). (3) The questionnaire of patient shows high levels of satisfaction for implementation effect of basic drugs system, but low level of satisfaction for the medical level of community institution.Conclusion:During primary stage of the implementation of the system of basic drugs, the effect is better; reducing drug expenses of patients so that the basic medical sank into the community. But because relevant measures does not perfect, there are still a series of problems to solve during the implementation process.
