Human survival and development is inseparable from the water, while the water is also limited non-renewable resources. It plays an important role in agriculture and industry. At the same time,not only providing good resources for the development of the city, but also for the survival of all life on Earth provided the material conditions.Water is a prerequisite for the survival and development of the city, occupies a very important position and plays a decisive role for the city’s economic development and population expanded.Kashgar River Basin is located in the northwest of China, Xinjiang Tarim Basin.North of the Tianshan Mountains, south of the Karakoram mountains, west of the Pamirs, east of Tarim Basin. The basin has a temperate continental climate with less precipitation, evaporation and strong features, in addition to long hours of sunshine,temperature, diurnal, long winter and short summer and a fragile ecological environment is the prominent feature of the region. Water shortages combined with scientific and rational use of the local ecological environment, causing serious damage. Economic development and population increases, so that the city’s use of water resources increasingly urgent. Sustainable development of society, economy and ecology of basin water resources shortage severely affected.Through the theoretical basis of water resources and the interaction between urbanization on the analysis of the spatial and temporal characteristics of the development of urbanization Kashgar River, constructed index system of urbanization level of the Comprehensive Assessment, the analysis showed that Kashgar River the level of urbanization is the highest overall score in Kashi City, and the level of urbanization in the basin as a whole is not high, less the number of highlevel towns, cities and towns in the basin of the future needs to be improved.Meanwhile, on the basis of the status quo Kashgar River Basin water resources analysis, on the relationship between urbanization and water use to quantify, the establishment of Kashgar River Basin water resources carrying capacity comprehensive evaluation system, through quantitative analysis and objective indicators empowerment, draw level integrated water resources carrying capacity ratings. The results showed that: the overall level of county and city water resources carrying capacity of Kashgar River Basin are relatively low, and the downward trend,the spatial differences more obvious. Kashgar River Basin industrial structure and structure of water is the motivation factors that result in the change of river basinwater resources carrying capacity level, restricting the further development of water resources carrying capacity, at the same time slowly improve water use efficiency and a small amount of investment for the construction of water conservancy facilities,but also for the the level of water resources carrying capacity to enhance the impact.Level of urbanization watershed level water resources carrying capacity and its influencing factors on the basis of study the effects of water on the Kashgar River town size, industry structure, spatial structure, ecological environment, choose the right town development mode, in order to achieve a scientific and rational use of water resources and the healthy development of cities and towns, put forward for the future development of urbanization in the basin should be taken: water conservation and pollution prevention, optimized industrial structure, eco-commerce hub and several development model and corresponding countermeasures.
