Water as the valuable asset is given from nature, which should be get attention andprotection. With the changing natural conditions and human activities, water isgradually reducing. The focus of water management gradually shifts from developingnew water sources to rational developing existing water. Achieving efficient use ofwater and improving water utilization efficiency (WUE) is the basic way of theconstruction of water-saving society and solving the problem of water shortage.Therefore, reasonable evaluating and fully understanding regional water utilizationefficiency are good for developing reasonable measures. And then managements cantake appropriate measures to improve regional water utilization efficiency. Theevaluation of water utilization efficiency is the important reference and basic decisionmaking.In this paper, the main contents and results are as the follows:(1) The basic index set of WUE is constructed. Based on the experts`advices,6to7indexes are selected from each industry`s numerous indexes of WUE to constructbasic index set. The basic index set includes agricultural, industrial, living and overallaspect.(2) The combined model is constructed based on cloud model and CPSO-PPmodel. The cloud model is used to calculate each index`s score in the basic index setwith the experts`natural language assessment. According to descending score ofindexes,7indexes are selected from the basic index set to construct thecomprehensive evaluation index system of water utilization efficiency. After thatprojection pursuit model is used to convert multiple indexes to a representativecomposite index. During the conversion process, CPSO algorithm is used to optimizeprojection directions. Based on each regional comprehensive index, thecomprehensive water utilization efficiency of different regions is analyzed.(3) The Yellow River Basin as an example is analyzed by using the aforementioned models. First, by the evaluation index system constructed by cloudmodel, each industry`s index with highest score is selected to analyze provincial eachindustry`s difference of WUE. In addition, the comprehensive index of each provinceis calculated by using the chaos particle swarm projection pursuit model to analyzethe difference among provinces. Finally, using SPSS software to analyze relatedfactors of comprehensive indexes, and using Moran`s I of GeoDA software to analyzethe spatial correlation of comprehensive indexes.
