Comprehensive Evaluation And Analysis Of The Level Of Sustainable Development Of Cities And Prefectures In Sichuan Province

Since the1980s, China’s economy has experienced rapid development, the national comprehensive strength and people’s living standards have been improved significantly, the per capita income continues to grow, and the rate of growth is a leading level in the world. However, putting too much strength on the development of economy has encountered more and more questions, after the achievement of plenty of treasures, the development of human beings, economy, society and environment has become disharmony, even hindered the economic development. Then people realized that there must be a kind of way which can lead us to develop to the future-sustainable development.Sichuan’s population ranks fourth in the country, is one of the most populous provinces. Besides facing the same problem with our nation, Sichuan also has its unique situation such as "large population, weak economic foundation, unbalanced, less developed", and facing the pressure of enhanced resource environment bondage, intensified social contradictions. The guiding ideology for the next five-year development stressed to achieve sound and rapid economic development, as well as to reach a harmonious organic unity of social development and ecological civilization construction, strengthening the province and enriching the resident. Then emphasis on the coordinated and sustainable development of the economic, social, environment and population. Therefore, it’s necessary for the evaluation of the level of sustainable development in Sichuan Province.Firstly, this article started from the definition of sustainable development, combed the development of the concept of sustainable development, defined the category of sustainable development as development that coordinating between each subsystem, nurturing future development potential. Then carried on the review and comment to existing regional sustainable development research, combined with the basic situation of Sichuan Province, put forward the research institute for sustainable development that the paper concerns. Meanwhile, the existing related research methods were summarized, and the improved efficacy coefficient method was chosen for the study.Secondly, Considering all the research and the special case of a large population of Sichuan Province, this article take economic, social, environmental and demographic four subsystems as the decomposition of the sustainable development system, and gave each subsystem and indicators the equal weight. Combined dynamic development and static comparative study, this paper first carried on the summary of overall development situation of Sichuan Province, then made an evaluation to each city or prefecture, finally, the four subsystems’ performance were compared.Lastly, according to the "12th Five-Year Plan" of Sichuan Province, the article conducted comprehensive evaluation and analysis of coordinated and sustainable development level of Sichuan Province from static and dynamic perspective, then formed policy recommendations based on the result.The research’s value is as following:First, this paper not only draw lessons from the existing research of regional sustainable development, but also closely combining the practical conditions of Sichuan Province, constructed a new evaluation index system.Second, used the latest and typical data in2001,2006and2011to study.Third, provided suggestions for the sustainable development of Sichuan Province combined with the evaluation and analysis.The article also has insufficient as follows:First, influenced by availability and reliability of data, in the empirical part only17core indexes of the56theory indexes has been used to accomplish the study, which cannot do the most comprehensive and detailed evaluation and analysis.Second, the improved efficacy coefficient method has been selected by theory, and each subsystem and indicator have been distributed the same weight, so it’s a little subjective in method selecting and weight distributing.Third, restricted to the differnces of each year’s statistics index, there are some data missing, and the paper only used2001,2006and2011to evaluate, which is slightly less than the amount of data.
