The long of 1062 kilometers of the Yangtze River and 979 kilometers of Hanjiang River flows through Hubei Province, which is rich in water resources. According to incomplete statistics, Hubei Province have a total size of 1193 tributaries. The total area of water resource are amounted to25000000 mu. Rivers, lakes, reservoirs and pond etc, scattered over Hubei Province, of which more than 50% water resource are suitable for fisheries. water resource of Hubei Province ranks first in China.As one of the main producing areas of freshwater fisheries in China,its production of freshwater fisheries in Hubei Province dominates the first place in China in long-term.The total output of aquatic products have no equal province in 18 consecutive years. However, fishery water pollution increase,for some areas of Hubei Province and parts of the population of fishery resources are over exploited. With population growth, the emergence of fish consumption increase and other issues, the sustainable development of fishery resources is extremely urgent. Based on this, this article firstly sort out the studies of sustainable development of fisheries. Then we analyze the sustainable development of fisheries resources in Hubei Province. Thirdly, base on the background of sustainable development, we put forward the connotation of sustainable development of fisheries. And put forward Chinese provincial fisheries sustainable development indicators based on scientific principle, comprehensive principle, level principle, coordination principle and operational principle.Fourthly, we base on previous calculation level results of the sustainable development of fisheries in Hubei to analysis its temporal and spatial variations.Fifthly, we analysis on 27 indicators by gray relational analyzes and get 10 highest gray correlation indicators.Finally, on the basis of the results of previous research, we provide some scientific and comprehensive policy recommendations for achieving sustainable development of fisheries for Hubei Province.This paper mainly includes the following six chapters:The first chapter is introduction. This section first discusses the research background and significance, determines the research content and method on the basis of combing the relevant research literature, and puts forward the possible innovation and deficiency.The second chapter analysis the characteristics of sustainable development of Fisheries in Hubei province. This chapter is divided into two parts. The first part is on the basis of field investigation and macro yearbook data. We analysis the characteristics of sustainable development of Fisheries in Hubei Province from the four aspects: economic development, social development, resources utilization and environmental protection.The second part is on the basis of fishery ecological footprint index model to measure the ecological footprint index in fisheries in Hubei Province and use decoupling theory to research on the response relationship between the ecological environment of Hubei province and the development of fishery economy.The third chapter build Chinese provincial level measurement model for sustainable development of fishery. Firstly,based on the development status and trends of the domestic fishing industry, we build the evaluation index system of sustainable development of fisheries.The comprehensive index system include four sub-systems:economic development, social development, resource utilization and environmental protection and 10 classes feature layer:economic growth, industrial output, industrial structure, industry technology promotion, production factors, regional trade, resource evaluation, motor boats, pollution situation and drought, flood situation and 27 specific indicators: increase the value of the fishery output growth, fishery output value accounted for fisheries economic output, fisheries Technology Extension funding and other. Secondly, using entropy method to analysis the fishery industry level of country’s 31 provinces(autonomous regions and municipalities) in 2004 to 2011.The fourth chapter analyzes the temporal evolution characteristics in Hubei province based on the provincial comparisons of fisheries sustainable levels. Firstly, get the weight by entropy method and calculate the level of sustainable fisheries of the country’s 31 provinces(autonomous regions and municipalities) from 2004 to 2011.Then on the basis of 2005 and 2011 fisheries sustainable divide the levels into five types: Ⅰ, Ⅱ, Ⅲ, Ⅳ,. ⅤThen we analysis China’s provincial fisheries sustainable levels, based on the national level.Finally,we analysis temporal evolution of Hubei province.The results show that the level of sustainable development of fisheries in Hubei Province advantages over the national average in long-term.The fifth chapter analyzes the gray relational relationship between evaluation and levels of sustainable development of fisheries. The level of sustainable development of fisheries in Hubei Province showing the trend of down- up- decrease. This trend is mainly due to the change of fishery yields, total power farming fishing, fish farming area, fishing industry output growth, pollution caused by changes in the number of fish lost, fishery technology promotion funding and other indicators.The sixth chapter provide policy recommendations to realize the sustainable development of fisheries in Hubei province. The given policy recommendations are based on the conclusion of the paper. The three parts of government, scientific research institutions, fisheries practitioners work together to achieve sustainable development of fisheries in Hubei province.
