| Cultivated land is the essence of land resources, which is related to the national food security, social stability and ecological environment quality. The intensive use of cultivated land is an effective measures to construct resource conserving society, comprehensively implement the scientific outlook on development and promote social economy comprehensive, coordinated and sustainable development. Under the policy of the rise of central region, Hubei is one of the central provinces and its social economy develops rapidly. Construction land increases rapidly, cultivated land decreasing trend is irreversible and the pressure of cultivated land increases gradually. Under the pressure of the contradiction between human and land, it is imperative to improve the level of cultivated land intensive utilization. Hubei province is a large agricultural province and one of the major grain producing areas in China, the cultivated land intensive utilization will directly affect the food security of the province and the country. Therefore, researching on cultivated land intensive utilization of Hubei province and improving the level of the cultivated land intensive utilization is very important to protect food security and alleviate the contradiction between human and land.The paper selects the counties of Hubei province as the research objects, basing on the collecting data, it constructs an cultivated land intensive utilization evaluation index system that based on PSR framework, using intensity model calculates score of cultivated land intensive utilization, using spatial autocorrelation method, Arcgis9.3,Geodata and SPSS software and so on, measuring and evaluating differences of the counties cultivated land intensive utilization in spatial and temporal change in Hubei province. Based on the above, we analysis the driving factors and propose suggestions. The result shows that:(1) From1995to2010, the level of the counties cultivated land intensive utilization is obvious difference in spatial and temporal changes. The temporal changes shows that the level of cultivated land intensive utilization is rising. The spatial changes presents the distribution of east high and west low, the counties with a high level of cultivated land intensive utilization are mainly distributed in the Jianghan Plain, but the counties with a low level of cultivated land intensive utilization are mainly distributed in the western mountains. Because the terrain is flat, transportation is convenient and economic is developed in Jianghan Plain. Comparing of Jianghan Plain, the western mountains of Hubei province is rugged terrain, inaccessible transportation and low level of economic development.(2) From1995to2010,the aggregation of the counties cultivated land intensive utilization is obvious difference in spatial changes. The counties with a high level of cultivated land intensive utilization are mainly distributed in the Jianghan Plain, but the counties with a low level of cultivated land intensive utilization are mainly distributed in the western mountains. The number of counties with significant H-H is increasing and the number of counties with significant L-L reduces by1/3,these counties still concentrate in the west of Hubei; with significant L-H and H-L counties mainly concentrate in western and southeastern of Hubei Province.(3) From1995to2010,the combination factors of the counties cultivated land intensive utilization has a significant differences in spatial and temporal changes. Most of the county, which pressure index presents decreasing trend, the state index and the response index shows varying degrees of increases. These changes show that the coordination degree of PSR system is increasing.(4) The influence driving factors of the level of the counties cultivated land intensive utilization can be grouped into three aspects:social economic development level, natural disasters and agricultural policies.
