All kinds of industry,on the other hand, the increase of population and grain structure adjustment, leading to further intensify the demand for food. Ecological civilization construction, the construction of shelter forest, nature reserve,maintenance of ecological security of land demand is also increasing. The accelerating industrialization and urbanization, the demand of the construction land, land for public infrastructure is considerable. The adjustment of agricultural structure, leading to the quantity of cultivated land decreasing and so on the basis of these, must to the road of intensive utilization of cultivated land in our country, and combining the basic pattern of land use in China, a target, adjust measures to local conditions for the establishment of reasonable policies and measures, out of a efficient path of cultivated land intensive.This article draw experience from the existing research results at home and abroad, as the evaluation unit and 18 cities in Henan province, from the law of diminishing returns of land, land sustainable use, such as theory, through the dynamic change of cultivated land resource in Henan province from 2000 to 2013,the building can be a very good show the level of intensive utilization of cultivated land evaluation index system, respectively from the selection of input level 6 index, using the strength to choose three index and output efficiency selected three indicators, a total of 12 indicators.
