The Electric Power Emergency Response Command System (EPERCS) is an integratedcommand and dispatch system constructed for the Electric Power Department to handle theemergent public events.The emergent public events refer to the emergent events that occurred suddenly, causedor may cause major casualties and major property loss, serious ecological environmentdestruction, major threaten or damage to the national or regional economic social and politicalstability, with significant social impact and affecting public security. The electric powersystem related emergent public events can be mainly divided into three types: natural disasters,accidents disasters, social security events.Based on existing production information resources of the power company, the EPERCStakes the B/S or C/S extensible framework platform and integrates the energy managementsystem (EMS), weather forecast system, video substation system, video conference system,video dispatch system, DTS monitoring system, dispatch management system, and productionmanagement system, to solve the problem of cohesion of various functional components andcustomize good foundation for further expansion of the system.This article mainly elaborates the following contents:1. Overall design and module division of the EPERCSAccording to the functions of the program and the location of the deployment, thesystem software can be divided into four modules: short message service module, databasemodule, application server module, client module.2. Design and implementation of short message service moduleThe short message service module contains two parts: the short message server softwareand the short message client software.The short message server software is running on the short message server, providing theshort message transceiver functions.The short message client software can run on the client computer (in some special cases,the short message client software can run on the server). Various configuration and management of group messaging are also included in the short message client software.3. Design and implementation of database module dThe database module provides data storage, with the main content of designing databasetables according to the needs.4. Design and implementation of application server moduleThe application server software mainly achieves the client management and theinterfacing with external systems. The application server provides central managementfunction.5. Design and implementation of client moduleThe client module provides human-machine interface. In this design, the client moduleis deployed on ordinary client computer, but under special circumstances, the client modulecan also be deployed on the server. The system support simultaneous running of multipleclients.After the implementation of this project, originally independent information sources willbe integrated as a unified information platform, which provides the electric power users withmulti-dimensional display, and offers the electric power user technical support anddecision-making support for handling the emergent public events.
