Emergency Event Dynamic Modeling-based Command And Control System Design And Implementation

Emergency Command and Dispatch System(ECDS) is a comprehensive computer information system,which can not only conduct and dispatch all relative categories within police force,but can deal with all kinds of urgent situation and emergencies as well,moreover,emergency succor service will be provided to the social public.The establishment of this system is for the sake of that integrated command and coordination,rapid reaction,united emergency action within different force can be realized,so that the interactivity of social service can actually come true, urgent public events can be handled efficiently,therefore the health of people and their life can be guaranteed practically.Traditional ECDS has some defects,and the traditional one can not fulfill the requirements of the high intelligence and high informationization in the moden urgent disposal.These problems mainly discussed in the statement presented afterwards. Currently,the alarm-reporting system is still in the stage of manual work and manual notice in some cities,during which,the duty staff can not make precise and quick judgment,can not make the correct order,can not make effective judgment to lies, misinformation and misreport.In such situation,while dealing with significantly important case,which needs large troop formation,a great deal of time will be lost. For those alarms reporting of special cases or recorded cases,due to the shift of the duty staff,some historical problems of such case can not be exactly reflected,some corresponding preparation can not be made.In this essay,the current situation of cyber introcontrol ECDS is discussed firstly, according to the result of the research home and abroad,the present deficit on the description of the form of emergency has been pointed out.Based on that,the entire framework of emergency has been analyzed,the proposal that emergency should be modeled through three aspects has been put forward,which are the constructive of emergency organization,the emergency resources,and the emergency process.After that,the function positioning and the core work flow of ECDS has been made clear. Moreover,the research and development of the whole system has been particularly designed and tested.Among those,the design of central dispatching sub-system has been emphatically discussed,besides that,the disposition of ECDS has been completed according to the practical situation of a prefecture-level city. The ECDS based on the dynamic model of emergency will take advantage of cyber network,database,photographic process,GIS,GPS and the geography information terrace as well.All these could assit to complete the command and dispatch of emergency or large activity,and also guarantee the quickness, accurateness,security of command and dispatch during urgency.This essay provides a research plan for the future development of ECDS at a certain extent,provides the research direction for the further expansion of this system,last but not least,it succeeds to realize the united service definition and standard scheme of interface designing.
