With the rapid advances of web technology, database technology andsoftware development technology, medical and public health services are nowgradually approaching an era of informationization. A good variety of systemsranging from hospital management information system, electronic medicalrecord system, doctor workstation system, nurse workstation system, financesystem to performance-related pay system, has recently been applied to hospitalson different levels. These systems have effectively improved the intra-hospitalmedical and public health management; however, neither can medicalinformation be shared nor medical resources be distributed equally among theseservices. The development of Regional Medical and Public Health InformationPlatform (RMPHIP) can offer a solution to the problem of inter-hospitalinformation sharing in certain region, reduce the cost of in-patients andout-patients efficiently, and deploy medical resources appropriately. Therefore,the research on regional medical and public health information platform is ofgood economic and social benefits.On the basis of analyzing Struts and Hibernate Framework, a brand-newWeb-based development framework–Web Application Toolkit (WAT) hasbeen constructed through integrating HTML, XML, CSS, JDBC, Servlet, andAjax. And a RMPHIP has been constructed through using WAT framework.The thesis firstly reviews relevant theories, presents the architecture ofWAT framework and elaborates on its functions. Secondly, it conducts needsanalysis for the system, and creates various system models, such as needs model,function model, concept dada model, physical data model, and applicationprogram model. Thirdly, it designs different system models through theapplication of PowerDesinger, realizes data storage through the application ofOracle database system, and realizes the main functions of the system throughthe application of the development tool Eclipse. The WAT-based RMPHIP hasbeen developed and tested and applied in Taiyuan. The running of the system shows that RMPHIP is a stable and convenient with complete functionssatisfying customers’ application needs.
