| With the high speed economy developing, Beijing is also facingsome ecological problems, One of the most important is the watershortage which is restricting the development of Beijing city seriously.The main surface water source of Beijing are "Miyun Reservoir" and"Guanting Reservoir",but2/3Miyun’ s water come from Zhangjiakou andChengde region and Guanting reservoir is almost located in Huailaicounty.Because of the pollution and drought, the Miyun and Guantingwater is decreasing year and year, for example the" Miyun Reservoir"have been decreased from the1971-1980year’s10.31hundred millionaverage runoff to2002-2005year’s3.1hundred million. worse thanMiyun Reservoir, in1999-2005, Guanting Reservoir’s average runoff isonly0.9hundred million, much less than1949-1959year’s20.2hundredmillion.The separation of supplying area and beneficial area mean wehave to protect the water soruce throngh the ecological compensationHuailai is a developing county.There are many inducement todestroy the environment, and it doesn’t have enough public finance tocover the ecological protection expenditure.so if we want to protect theenvironment we have to give Huailai enough money,we have to set up aseries of compensation mechanism.Before its establishment we have tomake sense of three problem: the first, who should be the moneyprovider;the second, how much they should be pay; the third how theyprovide these money.Reference to Jiangsu and Zhejiang provinces’ theory finding adeveloping area to help the developed area to meet with the agriculturalland warning line and then giving them some compensation. I try tocorrelate compensation with the land developing value creatively,andcalculate the compensation rate through the analysis of it. After studyingthe foreign cases, I will establish a mechinism about how to provide,howto collect,and wo should be the ultimate undertaker.At last, I hope mystudying are contribut to the regional compensation research,andpromoting the integration of Beijing and Heibei province. |
