On October26th,2012, the twenty-ninth session of the Eleventh National People’s Congress approved the " People’s Republic of China Mental Health Act," which has been officially implemented since May1st2013. The lawprotected the legitimate rights of the people with mental illness, and covered aeras of public mental health, disease prevention, diagnosis, treatment and rehabilitation, involved not only the government, health bureau, judicial administration, civil affairs, public security, education, human resources and social security departments, but also patients" families, their work units, communities, disabled persons" federations. As one of the main facilities to implement the " Mental Health Act inal, the old style of management in psychiatric hospital could not function properly.
