| The right of life and health is the foundation of people’s all other rights, such rights do not because of race, age, gender, economic level and social status differences, height and weight,and it is one of the most basic human rights.In order to ensure everyone can get basic life and health,our countriy has been committed to the medical and health service system construction. At present, as China’s economy continues to improve,the medical and health undertakings have developed rapidly.the level of medical technology has improved significantly.However, due to a variety of reasons,now the phenomenon such as "to see a doctor difficult, expensive", the doctor-patient relationship nervous, big city hospital "full house", grassroots community hospital "empty" phenomenon is still very serious.In2009, the central committee of the communist party of China and the state council explicitly pointed out that,to improve the community health service based new urban medical and health service system, the division of the organization of urban hospitals and community health cooperation mechanism in "about the opinions of the deepening medical and health system reform". Resulting from the policy level,our country pointed out the direction of the strategic objectives to the next step medical and health system reform, to establish a universal access to basic medical and health system, gradual and orderly to everyone will have access to basic health services.At the same time new urban medical and health service system to alleviate the current situation of the difficulty and high cost of social member to see a doctor, narrow the difference of social from all walks of life groups and the gap between urban and rural areas, promote the regional economic development, maintain social harmony and stability.However, how to promote urban hospitals and community health service institutions of cooperation? In the process of construction of new urban medical and health service system, two levels of medical institutions to adopt what kind of collaboration model? Hangzhou gongshu district health bureau and the affiliated hospital of hangzhou normal university set up the medical association, made a bold exploration for the establishment of new urban medical and health service system. In this paper, combining the medical level of joint development at home and abroad, systematically introduces the establishment and development of couplet of gongshu district hospital, and the problems in the process of development, analyzes the reasons of existing problems, puts forward the corresponding solutions.The article has five sections totally. The first chapter is introduction, putting forward the thesis topic and its objectives, key concepts, including public products, basic medical and health services, government and medical associations such as the definition of the concept and related paper, putting forward the main ideas and research methods, and this article possible innovation and deficiency, etc.In the second chapter is literature review, including medical consortium in foreign development and health development situation at home. Couplet of medical development abroad, mainly introduced in the United States, Britain, Germany, countries such as Brazil and India to the present situation of the development;couplet of medical development in China, mainly introduced in Beijing, Shanghai, hubei, current development of zhenjiang, jiangsu and henan and other places.The third chapter is the present situation development of the medical association in gongshu district of hangzhou, introducing the establishment of the medical association in gongshu district of hangzhou, the development of present situation, development and the problems existing in the operation. Chapter four for health development analysis of the causes of problems in gongshu district of hangzhou, including the analysis of the causes of internal coordination is not enough, the analysis of the causes of informatization construction problems, patients in the analysis of the causes of problems of two-way referral, etc. The fifth chapter for the existing problems puts forward countermeasures and suggestions. This paper argues that to build a new urban health service system, establish regional health association, should led by the government, the overall planning,to establish collaboration integration mechanism of medical and health institutions at various levels;to set up the mechanism of balancing of interests, guide the health systems of various resources sharing; government and medical institutions at all levels should intensify propaganda, let the ordinary people and medical personnel can understand and support the reform measures; at the same time to speed up the informatization construction and jointly offered for regional health information security four aspects such as comprehensive consideration. |
