The full implementation of the merit pay in government and public institutions has been playing an increasingly important role in many aspects, including standardizing incomedistribution, embodying the social equity, encouraging more consumption and promoting social harmony, etc. However, some drawbacks have appeared, such as lack of incentive mechanism in the merit pay system, mismatch between work performance and wage income, etc. It is a worth-exploring problem how to ameliorate the merit pay system and promote it into a virtuous circle. Nevertheless, it is difficult to conduct an overall research because of the complex situation in government and public institutions and also the differences between income distribution systems. The research should be carried out in a certain domain and about a certain industry. Meanwhile, new requirements have been put forward on the merit pay system in primary-level medical and health care institution in2013. As a public welfare institution, it deserves our attention to explore how to deal with performance appraisal and public welfare, and how to carry out a smooth transition to the new situation.Several methodologies are adopted in this thesis to study the merit pay system in primary-level medical and health care institutions in Xiaoshan District, namely, literature research, case study and experience summarizing. By making a comparison between before and after the implementation of merit pay system, analyzing some existing problems and causes in the course of implementation, several suggestions for improving the merit pay system in primary-level medical and health care institutions should be put forward, including to establish the wage growth mechanism, to improve the performance evaluation method, to practice the merit pay distribution and to ensure the principles of fairness, openess, equality. It has very important significance to explore a merit pay system that is suitable for the primary-level medical and health care institutions in Xiaoshan District, thus providing plentiful experience to solve common problems for implementing the merit pay system in other public service industries.
