Analysis On Haiyuan County Residents Economic Burden Of Disease Changes After The New Rural Cooperative Medical Policy Adjustment

Objective Analysis on operation of Haiyuan County new rural cooperative fundresearch three years, the co-participation of the farmers’ economic burden of disease and itsinfluencing factors. Suggest mitigate and control countermeasures of the farmers’ economicburden of disease.Methods Two-step model method to calculate the economic burden of disease changesin Haiyuan County for three years, the single factor analysis of the factors affecting theeconomic burden of the disease, using multiple linear regression analysis of the main factorsof the farmers’ economic burden of disease for outpatient and inpatient.Results （1） the Haiyuan County new rural cooperative sources of funds by the centralfinancial assistance, financial assistance at the provincial level, county-level financialassistance, personal financing and the other five parts.2008,2010and2011, the averageannual growth rate of73.66%of the total funding amount.2008,2010and2011, three yearsout-patient compensation proportion increased year by year, the amount of compensation forhospital declining proportion increased year by year, the total amount of financing,co-ordinate the fund’s average annual utilization of77.36%.（2）2011and2012follow-upinvestigation Haiyuan County farmers direct economic burden of disease compared to the2009baseline survey, a lift, a decline of32%,28.69%. The Haiyuan County farmers indirecteconomic burden of disease follow-up survey in2011and2012compared to2009baselinesurvey, lift, a decline of19.86%,33%.（3） With the implementation of the new ruralcooperative medical policy adjustment programs, the total economic burden of disease in Haiyuan County farmers declining per capita economic burden of disease attributable toHaiyuan County farmers per capita GDP ratio was52%,36%,27%.2011,2012residentsconsumer price index_adjusted per capita economic burden of disease decreased by31.24%,11.19%.（4） Before and after the implementation of the project in2011and2012, HaiyuanCounty farmers of different age groups annual outpatient visits, outpatient costs weredecreased, the most obvious change is the15years old group, a decline of20%,33%and49%, respectively,26%.
