The supportive fund comes from many ways such as individuals,groups and government multi-party,etc. To start with the health of rural residents,this system aims at improving health conditions in rural areas and solving problems of "poverty caused by illness". As an important part of health care reform,the new rural cooperative medical care system plays an important role in improving health conditions in rural areas and the quality of life of rural residents together with building harmonious socialist society. After more than ten years of implementation,the new rural cooperative medical system steps into the key period if reform from the original adjustment period. In this new stage of social development,the following issues are to be solved as how to expand the coverage of health care and make sure that residents of urban and rural areas enjoy the same medical treatment to improve their living standards.The new rural cooperative medical system in Heilonjiang Province has been gradually improved and perfected from pilots of small scale to policies of full coverage and made brilliant achievements and impressive victories since 2003. It has been through more than ten years of adjustment and improvement. In the face of our achievements,we have to admit that there are also many problems in the operation of the new rural cooperative medical system.For example,difficulties of fund raising,poor health and medical conditions,less public policies,deficient compensation systems and so on. Therefore,how to evaluate the operative effects of the new rural cooperative medical care in Heilongjiang Province objectively is worth considering. Besides,the ways of analyzing operative situation of the new rural cooperative medical system in depth and finding out the limiting factor and problems that exist in the system should be figured out to propose the effective improvement measures. Improving the operative effectiveness of the new rural cooperative medical system in Heilongjiang Provinec has become the key step.To start with,this thesis talks about the background and significance of research. Based on the widely previous studies both at home and abroad,it gives a brief introduction to medical insurance evaluation and the new rural cooperative medical system evaluation in China,clarifying the contents and methods of the study and pointing out the innovation and the limitations of the study; secondly,this thesis introduce the The related content about the new rural cooperative medical system,include concept and characteristicsand,objective and principle,the difference between traditional and the new rural cooperative medical system,and the significance of the new rural cooperative medical system.After,refers to the theoretical support from the following four aspects,new public management theory,health and economic theory,theory of efficiency and equity and public policy analysis.Based on the relevant theories of both at home and abroad and taking the actual situation of Heilongjiang Province into consideration,a scientific and practical system has been set up. It aims at analyzing the evaluation of operative effects of the new rural cooperative medical system from five sides which are economy accessibility,health care resource supply,the participation, the funding and operation as well as the benefit of compensation. Then,with the help of empirical analysis together with normative analysis methods,this thesis evaluates the operation of the new rural cooperative medical system and finding out the problems existing in the process. In empirical analysis,based on the results of data from SPSS,a comparison of operative effects of the new rural cooperative medical system among some provinces will be made as well as the evaluation of operation of the new rural cooperative medical system in Heilogjiang Province based on principal component analysis. In the standard analysis,satisfaction research has been adopted reflecting in policy design satisfaction,satisfaction of health and medical institutions and services,satisfaction of operation and management of the new rural cooperative medical system. Finally,on the basis of the general evaluation and problems,this thesis proposes some suggestions which are promoting urban and rural medical insurance plan actively,establishing effective and sustainable financing mechanism to ensure the funds effectiveness, improving primary health care system and medical services as well as the compensation structure. In addition,it is also worthwhile to play a role in health care,standard the operation and management of the new rural cooperative medical system,establish monitoring feedback mechanisms,promote the trinity of medical treatment,medical insurance and medicine,as well as the strategies synchronized reform.
