Xilin Gol grasslands is the biggest and an important ecological barrier in the north of China, which is located in the north of the capital Beijing and has nearly three million acres of available pasture. The steppe vegetation types are quite rich here, which is typical in the pastoral area of China. From the middle of last century, due to the growth of the amounts of livestock and drought, grassland degradation is becoming more and more serious. In the three consecutive years from1999to2001of serious natural disasters, the long term accumulation of the ecological crisis occurred intently, the steppe ecology became worsen sharply, the animal agriculture economy suffered significant loss, the income level of pastoralists decreased obviously, and also exerted adverse effects on the ecological security of our country. The research results of current grassland ecological protection mainly concentrated on the macro facets, but have few studies on the specific places from micro view. In the perspective of the policy public, this paper attempts to explore the problems of grassland ecological protection and construction of a specific area, and provides the tuneful developing ways with the grassland ecological construction. Specifically, this paper studies the evolution of public policies of Xilin Gol League’s promoting development of grassland animal husbandry and strengthening grassland ecological protection in the late20th century, analyses policy leading direction during every period, the actual economic and social development, ecological issues, and the actual outcomes and limitations of these public policies, and then come up with reasonable public policies and measures to press ahead with the grassland ecological construction.
