Evaluation On The Implementation Effect Of The Ecological Immigration Policy Of The Kurustai Grassland

The Kurustai Grassland is located in the hinterland of the Emin River Basin in Xinjiang.The ecosystem is fragile,the natural environment is harsh,the herdsmen’s production and lifestyle are extensive and backward,and the plundering of nature is severe.Therefore,the Kulustai grassland restoration project was undertaken by the Tacheng People’s Government in 2016 in accordance with the specific conditions of the region and in response to the call of the Autonomous Region.Based on relevant theories such as the ecological environment theory and sustainable development theory,and based on the actual survey data and domestic and foreign literature on the effect of ecological immigration policy implementation,this article studies the effect of the implementation of the ecological immigration policy in Kulustai grassland.Design corresponding interview surveys and questionnaire surveys from the perspective of policy subjects and policy objects,and choose to use the analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the effect of the implementation of the ecological immigration policy in Kurustai grassland.According to the evaluation results of the implementation effect of Kurustai grassland ecological immigration policy,the party and the government have created a good policy environment for the implementation of ecological immigration policy.The main body of the policy and the target groups of the policy have given great affirmation to the implementation of the ecological immigration policy,believing that the implementation of the policy effectively curbed the continuous deterioration of the grassland ecological environment,effectively reduced the incidence of poverty,promoted agricultural and animal husbandry infrastructure,and construction and promotion of small towns.As a policy target group,the comprehensive evaluation results of the implementation effect of Kurustai grassland ecological immigration policy by the group of immigrant herdsmen are "good",which is in the upper middle level.Despite this,there are still some problems in the implementation of the Kulusta grassland ecological immigration policy.The potential for subsequent industry development is insufficient;there is a lack of precise subsidy mechanisms;the policy lacks long-term incentives;skills training is not connected;and the ecological compensation standards are low.In this regard,this study proposes an optimization path to improve the implementation effect of the Kurustai grassland ecological immigration policy,mainly including increasing the construction of ecological and local industry policies;establishing a subsidy mechanism to reduce production and living expenses;establishing long-term incentive policies;strengthening ecological immigration education and training policies and employment training policies;implementing flexible ecological compensation methods and other five aspects to ensure that the target groups of the policy are "transferred,retained,and prosperous."...
