The Study On The Safety Operation Management Of X Company’s Nuclear Facilities

There are many types of nuclear facilities in X Company, CNNC, which has complex processes and radioactive sources. These facilities’ intrinsic safety is different from each other, and is difficult to manage them well. In order to ensure the safety and stability of the various facilities’ operations, the company follows the basic requirement that nuclear safety is the life line of the nuclear industry. National interrelated regulations and standards are strictly executed. The safety operations of nuclear facilities, the folks’ health, the environment safety and public safety can be ensured by continuously promoting the inherent safety level of nuclear facilities, perfecting the nuclear safety management system, strengthening the management in site, perfecting the nuclear emergency response system, improving ability of radiation protection and monitoring.The connotation of nuclear facilities’ safety management is to reduce and control the hazards, to reduce and control the accidents, to avoid personal injury, property loss, environmental pollution and the losses caused by accidents in the operation of nuclear facilities. According to the active requirements of the national and departmental regulations, the enterprise must analyze the differences between the different regulations and standards, find out the common points, and constitute and improve the safety mode of the nuclear facilities’ operation and management.This paper focuses on the profound analysis on the causes of the US TMI accident, Japanese Fukushima NPP nuclear accident through the investigation of domestic and foreign nuclear facilities’ safety management system and their current situation. The problems in the facilities’ operation were deep studied with historical literatures analytical method, comparison analytical method, the PDCA quality control method. According to the existence of the safe operations of nuclear facilities, combined with the national and departmental management regulations, the problems resulted in the supervision and inspection of the national relevant departments and actual operation effects in the process of the production and decommissioning, the management model of the nuclear facilities’ safe operation was further optimized and improved; Especially the key links such as the managements of radiation protection, radioactive waste, emergency, and risk sources identification, safety culture construction in the nuclear safety management were analyzed and optimized. A series of effective strategies and measures suitable for safety management were studied and constituted. The implementation of these policies and measures helped to adjust and optimize the production organizational structure of the company, to meet the safety requirements of nuclear facilities’ operation and management.
