Urbanization is accompanied by many problems and challenges. Along with the city expansion, concrete covers the natural land, which alters the cycle of rain and urban flood results. As a result, pollutant is introduced into the drainage system, threatening the urban water environment. Building more sewage, the old fashioned method to manage storm water, is insufficient for the requirement of the ecologically sustainable development. The philosophy of green infrastructure highlights the importance of the natural ecosystem in decisions about land-use planning, which accelerates the formation of urban storm water management system.This paper combines the theory of green infrastructure and urban storm water management. In order to reinforce the innovation of domestic system of storm water management, the author compares the research studies in China and other countries. This paper is formed as followed:(1) This theory is formed in four aspects, which are security of urban ecosystem, circuit among all urban setting elements, processes in urban ecological system, and feasibility.(2) Based on the green infrastructure theory, the objective and construction mode of urban storm water network elucidate the advantages of urban storm water management system from the perspective of ecology, economy, and sociology. Case studies and analysis are applied to various city and community sizes, explaining the design and technology to plan the storm water system in the urban area.(3) A maintenance system is suggested to guarantee the security of storm water management system. Details are discussed from aspects of regulation, technology, fund, and public awareness.(4) A case of New York storm water and flood plain management is used to discuss the feasibility of flood plain and storm water management, as a reference to the urban storm water system in China.
