Water is the base of human existence and socio-economic development. It is an irreplaceablenatural resource and fundamental part of sustainable development. Furthermore, it is anindispensable basic resource supporting the circulation and operation of our ecosystem. The2011No.1document from the National Central Government clearly states that the country mustestablish a gross index of water resources development and utilization limited by control red lineand the controlling index system of total water withdrawal, we must improve water resourcesallocation, and put into practice rational exploitation, optimal allocation, overall economizing andeffective protection of water resources. The total amount water resource rational exploitationcontrol red line is one of the "Three Red Lines" demarcated by implementing the strictest waterresources administration policy. Limiting water supply can ensure that water resources are utilizedsustainable. With the rapid development of industry, constant enlargement of the city, and constantimprovement of people’s living standard, the problems of substantial increase in water demandand growing imbalance between supply and demand of water resources is increasingly prominent.Therefore, agricultural water is evolving as the key link for the total amount control of watersupply. Rational allocation of surface water and ground water is an effective way to solve thewater shortage. Furthermore, this method has significant theoretical and practical significance insolving the problem of imbalance between supply and demand.In this paper, the research was developed while studying the issue of rational allocation ofwater resources, with the Kashgar River Basin as the research object. Water resource developmentand utilization status were the focus of this research, and rational allocation of the limited watersupply of surface and ground water was the goal of the study.(1)The supply and demand status of water resources was analyzed based on the status ofdevelopment and current utilization in the Kashgar River Basin. The prediction of water resourcesupply-demand trend in Kashgar River Basin for2020was carried out.(2) A water resources rational allocation model was established for the Kashigaer River Basinbased off the annual average high, mean and low flow of incoming water. The water supplylimitation of surface and ground water was taken as the confinement, and minimum use of totalwater supply as the goal. The plan for rational allocation of water resources in the Kashgar River Basin in2020was then obtained through simulation.(3) An evaluation index system of water resources allocation based on the principles ofequitablility, efficiency and sustainability was established for the Kashgar River Basin. The greyrelational grade analysis was used for the prior order of water resources rational allocation schemeof the Kashgar River basin in2020.
