Therefore, the present situation of Water Rights and theconstruction of water market will be studied as a significant subject from the managements, thepolicies, and the systems.At present, the management of the allocation of water resources in Xiangjiang River hasbeen clear preliminarily. The water laws and regulations system and the system of the waterresources configuration management have set preliminarily. The associated managementmechanism of water environmental improvement has initially formed. The price system ofwater rights has been constructed preliminarily. However, the administration system of waterrights is dispersed. There is not a unified administration organ. The basic legislation of waterrights is deficient. It is difficult to standardize transactions. The water resources property rightis a formality. The water price is not complete.This paper analyzes at length the drainage characteristics, the runoff, the socialadministration, the economic situation, the use of water in industries at present, and the use ofwater in all cities at present. Beginning from situation analysis in Water Rights of XiangjiangRiver, and according to the basic theory of Water Rights and the successful experience of WaterRights at home and abroad, the six-point proposals on the system of the water market are putforward from the practical situation of the Water Rights in Xiangjiang valley. Firstly, build thefundamental principles of the water market system of Xiangjiang River; Secondly, set upunified management system of Xiangjiang valley; Thirdly, establish and improve the legislations and regulations of Water Rights transaction; Fourthly, improve the initial allocationof Water Rights of Xiangjiang valley; Fifthly, set up the good water price system of Xiangjiangvalley; Lastly, build the water trade center of Xiangjiang River. This study states the propertyright system of water resources, establishes and improves the Water Rights system ofXiangjiang valley, and implements the management of compensation for the use of water ofXiangjiang River. To establish the water market of market means and governmentmacroscopical control, to improve the effectiveness of water resources of Xiangjiang valley, torelieve the crisis of water resources, and to change and enrich the management style of waterresources, it can provide a scientific and decision-making reference for sustainableutilizationwater of water resources of Xiangjiang valley and two types of the socialconstruction.
