This article takes mine land reclamation of Changfeng quarry for example, with the planning and evaluation of the performance evaluation of mine land reclamation as its core, by combining with the relevant performance evaluation theory, and based on the logical frame method, to carry out further classification and selection for the resource input, organizing management, project construction and general benefits. The article has formed a relatively reasonable performance evaluation index system for mine land reclamation project by the expert scoring and reliability analysis. It applies analysis hierarchy process-fuzzy comprehensive evaluation method (AHP-FCE) for performance evaluation, then scores project performance level, and discusses the conclusion. The First is performance level of the project:Based on the calculation, the performance evaluation for Changfeng quarry mine reclamation project is good with the final score is63.4. And the sores for resource input, organizing management, project construction and general benefits are respectively70.4,68.4,64.6and60.4, the performance evaluation of the first three of which is satisfactory. The second is hysteresis of the project benefits:It’s obvious that the performance level for general benefits is relatively low from the score results above, with the reason that it has to be sequential to achieve the economic benefits, ecological benefits and then social benefits. At the beginning of the project, the main benefits is basically from economy while it takes a long time to achieve ecological benefits and social benefit. Therefore, even the performance level of general benefits is low currently, and the project will achieve better benefits gradually as time goes on. The third is the rationality of the project performance:Although the result for general benefit is low, it exactly indicates that the performance evaluation is in accord with the reality and it is believable. And The performance evaluating index system of the mine land reclamation, which is built in this article, is quite logical. It can reflect the performance of project implementation in an objective way so it can also provide a reference for mine land reclamation project performance evaluation research.
