Study On Ecological Compensation Standards Based On Ecological Service Value And Willingness To Pay

As an integral natural resources and strategic resources of the human survival anddevelopment, watershed faced with the problem of “water shortage and water pollution”. Tochange the traditional end-management, china has taken a series of policies and measures tostrengthen ecological protection and construction, the most representative of which iswatershed ecological compensation, to compensate for the behavior of the protection ofwatershed resources and the environment and improve the income of conduct, and then tomotivate protection of the increase of the actors and to achieve the purpose of protection ofresources.The standards of ecological compensation is the core issues of ecological compensa-tionwork. Due to the diversity, complexity and non-linear of the watershed ecosystem, thedomestic and abroad theory and practice of ecological compensation have not give a unifiedecological compensation standard. Ecological services valuation is the basis and prerequisitefor study of ecological compensation and an important reference point for the standard ofecological compensation (upper limit). Ecosystem service functions are divided into direct usevalue and indirect use value. For example, valueing the dawen river ecosystem services by themarket price method, opportunity cost, replacement cost method, alternative market approachecological dawen river ecosystem service value assessment, it is showed that the total value isabout RMB101.9billion yuan. In addition, direct service function value is about RMB2.544billion yuan, accounting for24.96%of the total value, indirect service function value is aboutRMB7.649billion yuan, accounting for75.04%of the value.Watershed residents ecological compensation willingness is local residents’understanding of the ecological value and the description of amount of ecologicalcompensation, also has some reference to the development of standards of ecologicalcompensation. This paper makes use of contingent valuation method (cvm), according to thequestionnaires of the basic situation of dawen river residents, the ecological compensationawareness and ecological compensation willingness to pay, using eviews6.0to analysisobtained data, to show that significant factors affecting watershed residents ecologicalcompensation are the level of education, occupation, income, the degree of urgency of theecological compensation awareness and understanding of ecological compensation main. Theamount of residents in dawen river basin willing to pay ecological compensation is139,accounting for53.26%of the survey sample. Combining laiwu, tai’an, the ecologicalcompensation willingness of watershed residents is to pay a total of999.5million yuan. As two important reference point of ecological compensation,the dawen river ecosystemservices valuation and ecological compensation of residents’ willingness to pay were quitedifferent. This paper analyzes comparatively the reason of this difference, being a reference todevelop watershed ecological compensation standard.
