The Research On Reclamation Utilization Planning Of Industrial And Mining Wasteland In Jia County

The work of land reclamation in China began in the late1950s,mainly solving the contradiction between food and construction. However, untilnow the development of land reclamation in China is slow, less quantity andlow level. In a word, the task is very formidable.The special planning of industrial and mining wasteland reclamation is one of the land-use general plan. Compiling this special planning can promote coordination arrangements and scientific guidance for land reclamation. It’s conducive to integrate resources, improvethe quality and quantity of culti-vated land, build high standard farmland,invigorated construction land, help to improve the quality of the ecological environment, improve the living environment of rural areas, protect the land resourcesand realize the sustainable use of land resources in China.This article chooses Jia county of Ping Dingshan city as the study area. Firstly, itdetermines the breaking types of reclamation area and pending reclamation areathrough preliminary data and present investigation. Secondly, it conducts landsuitability evaluation in reclamation regions and decides the reclamation directionusing the Index Method, Limit Condition Method, Fuzzy Comprehensive EvaluationMethod. Then it determines the potential of the reclamation region according thefarmland’s standard coefficient. Thirdly, it determines the reclamation region andconstructing region using the method of System Cluster and “Three Seven Principle”.In the last, it designs reclamation program according to the type and condition of thedamaged area and evaluates the impact on the environment according to the projectimplementation.Through the studies above we can draw these conclusions as follows:(1)The area of mining waste reclamation is335.48ha. The mainly damage typesand damage situation are the construction occupation, digging and abandoned land.There are no chemical and heavy metal contamination. Therefore, the suitability ofmining waste depends mainly on three aspects which are soil, water and terrain.(2) According to the the actual situation and planning requirements of Jia county, mining waste reclamation purposes are identified as arable land. The results ofevaluation show that the suitable level is mainly concentrated in1-2level.(3) In the case of the implementation of the rehabilitation program, the potentialarea of mining waste reclamation of Jia county is316.30ha, which are all added intocultivated land. The biggest area of which is Ciba town that is up to64.68ha, thefollowing is Chang Qiao township, Huang Dao township, Wang Ji township.(4) The evaluation units are clustered into3groups using the System ClusterMethod and the cluster results are divided into29reclamation project area with GIS.The total area of construction region is331.15ha, which have ten project areas thatmainly layout in Chang Qiao town, Huang Dao town, Tang Jie town, Wang Ji town,Zhong Tou town according to the “Three Seven Principles” that is to say30%of theconstruction is located in new rural community and70%of the others is located inindustry cluster areas and urban communities.(5) The implementation of mining waste reclamation project is beneficial toimprove the social, economic and environmental efficiency of the region surroundingit.
