The Analysis On Coordination Degree Of The System Of Economy, Energy And Environment In Henan Province

Henan Province’s GDP ranking at sixth place in2010, it has a great significance forChina’s economic development. However, as with other developed provinces, thecontradiction between energy, environment and economy in Henan becomes more andmore prominent which affected the sustainable development seriously. Therefore, weresearched the coordination of Henan Province’s Energy-Environment-Economy(3E)system, through the evaluation and analysis of each subsystem, and making somescientific and reasonable measures on the basis of the identified problems.The development level of subsystems of energy-environment-economic system inHenan province is not identical. What the key problem this paper needs to solve was howwe can get a comprehensive, clear understanding of the Energy-Economy-Environmentsystem in Henan province. First of all, through the research and analysis, from differentangles, on previous researches which is about the coordinated development of the3Esystem, we summarized the characteristics and relationships of the subsystems of the3Esystem. Second, according to the time series data in2000to2010years about thedevelopment of energy, environment and economy in Henan province, an evaluationindex system for the coordination degree of the3E system in Henan province wasconstructed, which is consist of29indexes, and the index weight was determined byusing APH and entropy method. Third, the qualitative problem about the3E system wasquantified by using the fuzzy membership degree theory, and set up eight differentstandards for coordination degree, and then measured the every year’s coordinationdegree of each subsystem by using expect utility theory. Finally, we calculated thecoordination degree of the3E system in Henan province, then, combining with the coordination degree standards, we analysed the coordination degree of the3E system inHenan province.The coordination grade was derived by some related analysis. In the threesubsystems, the development level of the energy subsystem is highest, the lowest one isthe environmental subsystem, while the3E system, the overall level of developmenthigher than the environmental subsystem, but the overall level of development isrelatively low. Through the analysis of the coordination degree, we found that thecoordination between energy subsystem, environment subsystem and3E system isalmost unanimously and the coordination between economy subsystem and3E system isworst in single subsystems. Two subsystems, the coordination of each subsystem and the3E system is nearly the same, while the coordination especially in the energy andeconomic subsystems is higher. Finally, draw the coordination between energy,environment, economic systems in, and given some practical suggestions to thecoordinated development of3E system in Henan.
