A Study On Coordinative Development Of Economy-Energy-Environment(3E) System In Inner Mongolia

In the context of the rapid development of the global economy, China has become one of the largest economy group; however, there are obvious contradictions between rapid economic growth with energy use and the protection of the environment. Economic development inevitably cause damage of environment; energy and the environment also restrict economic at the same time. Therefore, to achieve coordinated development of energy, economic and environmental system has become an important part of achieving sustainable development goals of the region; Economy-Energy-Environment(3E) system has came into being. 3E system is used for analyzing the comprehensive development level of economy, energy, and environment for a region;thus using the result data to judge the degree of coordination among economy, energy, and environment; and make a new plan. This paper choses inner Inner Mongolia as the object of study, which is abound resource, economic development rapidly over the past decade, and highly environmental problem.(All the analysis based on the data from 2000-2013)This paper, based on the real situation, build a Energy-Economy-Environment(3E) integrated development system; in the analyzing system, Principal Component Analysis combines with Entropy Methods, which circumvents the limitations of both methods, and measure of the overall level of development of Inner Mongolia’s energy, economic, and environmental system objectively. Meanwhile, use Coupling Coordination Degree method to evaluate the degree of coordination the development of Inner Mongolia’s energy, economic and environmental systems between system and system during 2000-2013. Not only use the time-series data on a comprehensive evaluation of 3E system coordinated development of Inner Mongolia in 2000-2013; but also use the relevant data of the twelve Union cites of Inner Mongolia of 2013 to study the coordination development of 3E system of the Union Cites of Inner Mongolia. Related to the following conclusions:(1) The research shows that after analysis the aggregate level, the structure level and quality of the contribution of each system to the level of development in different periods during 2000-2013 although the development of energy, economy and environment systems are fluctuant, the overall situation goes better.(2) From the vertical point of view, in the 3E systems of Inner Mongolia, the coordination level among the two subsystems, and three subsystems are increased, from to uncoordinated to coordinated. From the horizontal point, during the development of the overall system, the energy and economy system is better than the economy and environment system, and the energy and environment system; this shows that, Inner Mongolia as one of the energy export province, energy improve the economy; however, energy extraction lead to environment damaged, so the energy and environment system, and the economy and environment system can’t goes well.(3) according to estimates of the energy, economic and environmental development level of the twelve union cites in Inner Mongolia in 2013, the highest energy development city was Ordos, then Wulanchabu and Wuhai were ranked second and third; the best economic development city also Ordos, Baotou and Hohhot ranking as second and third; the highest level of environment development city is the Capital city Hohhot, Chifeng and Hulunbeir were second and third; In Union Cities 3E system, twelve composite score were ranked the top three Ordos, Hohhot and Baotou.(4) According Coupling Coordination Degree mould to analyze the degree of coordination among energy, economic and environmental systems of the Union Cities in Inner Mongolia, it can be seen in most cities in twelve Union City weakly coordinated or uncoordinated mild conditions. Among them, Hohhot, Baotou and Ordos are in a weak state coordination, Wulanchabu, Xilin Gol League, Tongliao, Chifeng, Hulunbeir are in mildly uncoordinated; and the uncoordinated medium cities are Xing’an League, Bayannao’er, Wuhai and Alxa League.According to the result of the research, and combine the actual situation of Inner Mongolia. This paper, based on the government policy and the technical aspects, proposed that energy, economic, and environmental aspects of the suggestions in order to achieve the best system of coordinated development of Inner Mongolia 3E. This will not only enrich our research 3E system for research in Inner Mongolia 3E system coordinated development model made complementary, but also provide a basis for decision-making related to the decision-makers; as well as contribute to the overall coordination of the sustainable development of Inner Mongolia section.
