In the process of urbanization in China, water resources problem has become the mainissues that restrict urbanization. Beijing, as a microcosm of China’s rapid urbanization, itswater resources issues were more prominent and typical.At present, the Beijing Water Resources shortage was an average of10-12billioncubic meters, and water resource carrying capacity declined soon. AlthoughSouth-to-North Water Diversion will make up part of the gap, but with the development ofurbanization and rapid population growth, a very long time the problem of water shortagein Beijing will not disappear.The rapid population growth and the economy scale expansion increased the demandon water resources in Beijing, which is the main reason for destruction of water resourcescarrying capacity. But a more fundamental reason is that the deficiencies of water resourceallocation. water property rights fuzzy make the value of water resources can not beachieved; water resources price defects makes inefficient use of water resources; waterresources management decentralized resulting in rational development and intensive use ofwater resources is difficult to achieve.To solve the water supply and demand imbalance, the core methods is theestablishment of the sustainable water resources allocation system within the premise ofthe total control. Using the system of tradable water rights, it can provide incentives andinstitutional constraints in the process of allocation of water resources. We adjust a waterprice to reasonable level, and improve water resources management system. Ultimately, wecan improve water use efficiency, and achieve the coordinated development of waterresources and economic society.
