Circular economy is the essence of ecological model of economic development; The goal is to reduce the pollution emission, reasonable and save the use of resources, promote resource recycling, to improve efficiency of resource utilization; Fundamental purpose is to protect the ecological environment and promote sustainable economic development and social progress.Jiangxi is area whose economic development is relatively backward, resources and energy relatively is rich, its industrial development has the obvious resources, raw material type feature and resource dependency is higher. With the development of economy, in recent years some major resources is missing, the pressure on ecological environment was worse, resources environment restriction has become the important factors restricting economic growth. The development of recycling economy’s the key and difficult point is in industry, industrial circular economy is the main body of the circular economy development and the core, jiangxi circular economy is the key. Jiangxi since the circular economy since construction, industrial circular economy development so far has for several years, and the current, the urgent need to a set of evaluation index system for industrial circular economy development in jiangxi province the overall status of quantitative evaluation, monitoring, and reveals the reaction in the development of the main problem facing, analyzes the reasons and promote the all-round development of circular economy in jiangxi province.This article discussed regional industrial circular economy development level of related theory and the evaluation of the status quo. Secondly, in the full understanding of circular economy connotation, essence, principles, and on the basis of the country has issued a circular economy in the reference for the evaluation index system and of the existing research results, with jiangxi developing industrial circular economy development practice, in the macroscopic level to establish a including five subsystems of jiangxi, industrial circular economy evaluation index system.
