With the extensive development of the circular economy, it has a directive significance to thoroughly and comprehensively learn whether the circular economy has a perfect result. At present, there are many ways to evaluate the circular economy at home and abroad, but it is still rare to evaluate the circular economy from the perspective of input-output efficiency. By means of the method of Data Envelopment Analysis, this article constructes a linear input-output programming model for the circular economy (base on the input C2R model and C2GS2 model). Then the article evaluates the 13 major cities of Jiangsu Province in the"Eleventh Five-Year Period"from 2006 to 2009 using the method of dynamic comprehensive evaluation, and analyzes their circular economy efficiency from the aspect of the technical efficiency, pure technical efficiency, scale efficiency and the relaxation of several variables. Finally, the article divides the 13 regions into three type of areas according to the analysis results, and proposes a appropriate development model and idea.The results show that the whole circular economy of Jiangsu Province develop in a good trend, but different regions have large gap in the degree of development. The effective cities of circular economy efficiency(DEA) mainly in Southern Jiangsu, and invalid in North Jiangsu area. Therefore we need to coordinate the pace of regional development of circular economy to improve the whole circular economy development level of Jiangsu Province. According to their own circumstances, each region should make appropriate adjustments from the input of resources, scale of development, management and, etc. And finally take different forms of development mode and development path.
