Labor force market is an important channel to connect personal wages and socio-economic growth, which used by governments as a platform to promote employment, to ease the pressure of unemployment and to promote socio-economic sustainable development. Labor force market is not only affected by the socio-economic development, but also affected by polices and measures made by government to intervene labor market. Jiang Zemin stressed repeatedly:"People are the most active factor in productive, and human resources are the primary resources". Labor force market building not only needs to pay attention the basic role of market mechanism in the allocation of labor resources, but also more attention should be pay to the government’s macro-management. An effective means of the government’s macro-management is information monitoring:building labor force market information monitoring is an inevitable requirement of China’s labor market development. On the one hand, with the pace of China’s labor force market development further accelerated and the scale of labor force market expanded, China urgently need to build labor force market information monitoring system to track and capture all aspects information of labor force market for providing information guidance on making labor force market polices and allocating labor force market resources effectively.
