Rural population makes up53.4%in China, and there are also many urban people living on base guarantee. Scholars and government are more and more concerning that whether their children have fair opportunities of high education. To ensure the chances for getting in of the children from families of low income, China put the student loan policy into effect from1999, but the effect has two edges. So the research on the cost and benefit of student loan has practical significance in improving the student loan policy and promoting the goal in loan amount.This paper uses cost and benefit analysis to research the cost and benefit of student loan issuing bodies based on the student loan data of one Sichuan University. It tries to analyze the cost proportion of government, universities and banks quantitatively, also the benefits of all the parties, to find out the reason of efficiency loss in present policies and the impropriety of cost share of every party, point out the main problems of present policies for reference for revolution development of student loan. Because there is no experience for reference of student loan policy in China, this paper draw lessons from other countries, and compare their cost and benefit on relevant data and summary, contributing to the development and improvement of student loan policy in China.This paper ultimately aims to straighten out the cost and benefit relationship of the three bodies in issuing student loan and provide suggestion in enhancing student loan issuance. So this paper points out the problem of cost share and policy design under present system that goes against the student loan development. It also tries to raise up policy suggestion to provide reference for sound progress.
