The street vendor is a burgeoning socialgroup,accompaning by the urbanization process in china.It’s made up of migrant workers and urban unemployed andsemi-employed workers which transfered from the field offormal employment into informal employment. With theincreasing tightening of city public space,the streetvendors got punished by the urban management for breakingthe rules and regulations. Violent confrontations occursin the game of street vendor and urban management,and theraising mass incidents are grave threats to the urban orderand social harmony and stability. Therefore,the situationand the logic of action of street vendor deserve furtherresearch.This paper reviews three perspectives of the existingstudies: perspective of labour market and informalemployment,perspective of social exclusion and inclusionin social policy;perspective of urban governance and publicmanagement. These studies focused on inequalities in thelabour employment,or the discriminations and exclusions insocial policy,or emphasis on the improvement of governanceand management. Each of them has its advantages anddisadvantages. This paper attempts to study the street vendor group ina theoretical framework of social closure paradigm,from theperspective of social stratification. Social closure is atheoretical perspective developed by Weber. Weber proposeda concept of social closure based on the order of exclusionand solidarity. Parkin discussed systematacially about theparadigm of social closure including social exclusion andsocial solidarity. Social exclusion and social solidarityare strategies of resource acquisition used by privilegedgroups and excluded groups in society. Privileged groupsdevelop exclusion rules based on certain criteria,excludcertain groups from the opportunities of resourceacquisition by determining standards of unqualifiedmembers. And the excluded groups challenge the establishedrules of exclusion and the group boundaries throughstrategies of social solidarity. And seek to overstep theinterests of upper groups by "usurpation" throughbargaining and political mobilization. This paradigm is agroup dynamic theory about group relations and classformation,containing a conflict between different interestgroups.Based on social closure paradigm,this paper did aempirical study about street vendors in Beijing throughquestionnaires and interviews. This study designs twomodels of strategies of exclusion and solidarity, attempts to explore the reason why street vendor group are beingexclued from resource acquisition, and why they choosefierce resistance as their strategies of group solidarity.Through analysis of multiple logistic regression, thisstudy find that personal characteristics such as educationlevel do affect the sense of being exclusion of streetvendors in their job search process. And educationlevel,community contacts,satisfaction of governmentjob,the level of government trust and other reasons affectthe possibility of street vendors choosing fierceresistance as their strategies of solidarity.Based on supplements to Parkin’s paradigm, this studyregard social solidarity from the level of integrity andsocial order as a important measure to avoid the cleavageof group relations, and to maintain social harmony andstability. The measure should consists of two aspects.Attract the elites of excluded groups,make them achieveupward mobility. On the other hand,is to protect excludedvulnerable groups by adjustment of social distributionmechanism.
