Countermeasure Of Promote Health Management Services Of "Proposal Of Preventive Treatment Of Disease"

Proposal of Preventive Treatment of Disease (PTD) is an important milestone for thecountry to shift the priority of diseases control and prevention. Traditional ChineseMedicine’s (TCM) comprehensive and delicate knowledge about health and disease is shownin it, which advocates active attitude toward medication,“preparation in advance”. PTD isnot only the specific application of TCM prevention ideas, but also the philosophical thoughtaffiliated to TCM, integrating life cultivation, healthcare, prevention, medication andrehabilitation. And judged in the perspectives of national condition, medical mode and healthculture, it also reveals the concept of health management system with Chinese characteristics,implying the change of the mind and methodology about the country’s medical policies,“focusing on prevention and shifting the priority of disease control and prevention”.Therefore, the promotion of health management services centered on the ideas of PTD isnecessary, which meets the needs of low input, high efficiency, few cost and wide coverage.The government has put forward the health project about PTD, primarily identifying some ofthe TCM hospitals to carry out the pilot in the last few years. Although health management serviceof PTD has gradually won some social acceptance and benefit, matched supporting resources andmanagement regulation haven’t caught up with it, remained further allocation and perfection. Socialacknowledgement and recognition of it yet needed improvement; operation and managementmechanism are immature; national relative sectors and academic authorities are also in lack. Onlyadministrative departments of TCM work hard for the promotion while cooperation and interactionis left to be formed. Besides, there’s deficiency in PTD management talents and funding.The study listed several strategies and suggestions about health management system ofPTD, including the perfection of operation and management mechanism, the construction ofeducation communication network and information management platform, the strengtheningof the talent team cultivation and formation, the acceleration of scientific research andinnovative technology development and the increase of funding.
