Rural health service is an important component of the National Health Service. Thanks to the support of CPC central committee and the State Council and a series of measures had been taken in the past years, the general health of rural residents were being continuously improved, which plays a valuable role in promoting rural productivity and scientific development in rural area and ensuring a harmonious development. However, due to a number of factors such as economic reform in rural area, the paralleled rural and urban social structure and the overly marketization of certain public service area, rural health service faded and even collapsed in some regions, which broaden the gap between rural and urban areas in terms of health service quality and residents health condition, rural economy and society hence being seriously undermined. Such background make it a timely and practical research to analyze the problems occurring in rural health service, develop a new roadmap for improving rural health service system, in terms of enhancing rural residents health, promoting health service and contributing to social harmony and stability.This essay employs theories from macroeconomics and public administration, takes Beijing city rural health service as study case, and analyzes the problems in Beijing rural health service cases and make the conclusion that no matter in theories and practices, more resources should be placed in grass-root level rural health service, by mobilizing public participation, inviting private and non-governmental investment and establishing a balanced and rural-resident-orientated public health system. This essay also take a deep study into the Taiwan national insurance health system and make it clear that the premise of an ideal health service industry is that one hand more resources and compensation should be paid to the grass-root health service units and individuals with combing detailed evaluation methodology and on the other hand bring the full use of social investment which will make the investment and evaluation more effective and professional. In this way, the market and the government will play their due and the best functions.
