| Objective The aim of this study was to establish a scientific, practical comprehensive evaluation index system of clinical department director in tertiary general hospital, in order to response to the current new medical policy personnel system reform policy, the needs of the post’s assessment. And give director proposals about appointment appraisal training, create a new clinical of director of division of comprehensive evaluation index system to provide reference index.Methods using literature analysis and Expert interviews methods to establish alternative index library, also using Delphi method on45experts in three survey to judging the indexes’importance. Reliability, validity, coefficient were adopted to test the credibility of this study, and select index. Analytic hierarchy process and Delphi method were used to set weight coefficient of each index and different ways of evaluation.Results A scientific and practical comprehensive evaluation index system of clinical department director in tertiary general hospital, which contains5Class â… indexes including personal qualities, management skills, medical and professional ability, science and academic and satisfaction,17Class â…¡ indexes and60Class â…¢ indexes, was established. The weight of three grades indexes in which included60indexes were identified, and the value of RI showed that the comprehensive evaluation index system had logical consistency. Based on the Delphi method, The selected experts involved in fields of hospital administration, nursing, clinical medicine,auxiliary and health research. The percentage of questionnaire received and authority coefficient from the five rounds of expert consultation were beyond0.95and0.8separately. In the first round expert consultation, the expert’s coordinate coefficient of one class indexes were0.433>0.391ã€0.514, the secondary indexes were0.524ã€0.536ã€0.529, the third class indexes were0.494ã€0.502>0.488. The coefficient provides sufficient evidence of high reliability of expert consultation and high consistency among expert opinions.Conclusion This index system, which has a clear hierarchical structure, moderate number of indicators, defined appraisal criterion, reasonably stable weight, can perform comprehensive evaluation objectively and fairly for clinical department directors. |
