The aims of the quality evaluation of agricultural land is to build its gradesystem, to quantify and evaluate scientifically its quality level, to master itsquality condition, also it is able to implement the convert from the quantitymanagement mainly of land resources to the quantity, quality, ecologicalprotection coordination management. The quality evaluation of agriculturalland is an important, basic, public welfare and strategic work of building aresource-saving society but also play the role of market allocation of landresources, promoting the rational utilization of land resources, and improvingthe land production capacity and efficiency. Based on the full investigation ofthe natural conditions, social economic conditions and other relevantinformation of YUANBAOSHAN district of CHIFENG, Inner MongoliaAutonomous Region, the quality of agricultural land of this district iscomprehensively evaluated using the Factor Method In the2010year the landsurvey updating data basis in this paper. That is: first, according to the actualsituation of agricultural land use, the exist agricultural land data is analyzedand demonstrated, selecting gradation factors using the Delphi Method, anddetermining their weights. Second, according to <the Regulations ofAgricultural Land Grading> index of the factor of each scale is calculated,quantifying all factor’s indexes by selecting appropriate attenuation model,then, by means of MAPGIS the grading factor score maps are generated andthe grading indexes are calculated. Based on gradation indexes the agriculturalland levels are preliminarily classified, doing the necessary check. Afterdetermining and adjusting the final level ranges,four levels of Ⅰ, Ⅱ, ⅢandⅣof the agricultural land quality are divided, then, the proportion of eachlevel for agricultural land are measured, that is:the agricultural land grade Ⅰis28.04%; grade Ⅱ is29.15%; grade Ⅲ24.45%; grade IV18.36%respectively. At last the grade maps of the agricultural land quality are formedby MAPGIS rendering technology. It is an important realistic significance thatthe research results of applying the indexes determines the grades of landquality for the realization of sustainable land use and improvement the land use efficiency. Meanwhile it is proved that using Factor Method evaluate theagricultural land quality is a kind of effective method. Finally, the guidancesuggestions are put forward to improve land quality grades in the paper.
