Evaluation And Research On Water Conservation Supporting Renovation Agricultural Project In Middle Size

The water resources in our country are extremely scanty.Though the total water resource is rich in quantity and ranks 6th in the whole world,the per capita water resource is only 2200m3 and ranks 109th in the whole world,less than 1/4 of the global per capital water resource,therefore,our country is a typical water resource exhausted country in the world.Under this background,irrigation has played more and more important role in agricultural development.Our party and government have largely promoted the development of irrigation agriculture since the founding of new China,but,the irrigation districts face many problems at present.Because most of used irrigation districts in our country were established in the last century,the problems have appeared,such as serious aging of backbone projects,years of disrepair,imperfect management mechanism,unscientific water distribution and transfer modes as well as improper investment,which cause low water resource utilization rate in many irrigation districts and large waste of water resources.Therefore,it is needed to conduct evaluation and research on the schemes and effect of the water conservation supporting renovation project of agriculture irrigation districts,which is of important significance to save water resources and promote economic development.Based on the actual situation of water conservation supporting renovation project of Dadaowang irrigation district,this paper conducts reasonable verification on the design schemes of the water conservation supporting renovation project of middle-sized agriculture irrigation districts,evaluates and analyzes the benefits from irrigation district renovation,analyzes the maintenance and management contents after irrigation district renovation thus to provide technology support and reference for water conservation renovation of irrigation districts.The research objective is to establish a set of feasible and effective water conservation renovation and continued supporting project construction scheme,conduct benefit evaluation on the renovated irrigation district and reform the management system.The research contents consist of the following aspects:(1)Discussion on the research background and significance as well as related theories and technology research progressBased on material referring and sorting,it analyzes the current situation of water resource in our country,the role of irrigation districts in agricultural development,the current problems and the significance of continued construction of water conservation renovation supporting facility,besides,it expounds the current research situation of domestic and overseas irrigation district renovation from three aspects of continued construction mode of water conservation renovation supporting facility,comprehensive evaluation system and irrigation project management,meanwhile,it makes summary.(2)Introduction to the basic situation of research district and existing problemsBased on material referring,it summarizes the geographic position,hydro meteorology,topographical and geological condition,current situation of water resource;it conducts field investigation,analyzes and summarizes the existing problems of research districts,puts forward the necessity for water conservation supporting facility renovation.(3)Analysis and evaluation on the water conservation supporting project of Dadaowang irrigation districtIt conducts engineering calculation on the water conservation supporting project of Dadaowang irrigation district,guides the engineering design based on the calculation result and verifies the reasonableness of design scheme,meanwhile,it estimates the investment in the renovation project and puts forward preparation scheme and construction management scheme.(4)Evaluation and analysis on the expected benefit of the water conservation supporting project of Dadaowang irrigation districtFirstly,it conducts calculation and estimation on the expected economic benefit of the water conservation supporting project of Dadaowang irrigation district,secondly,it conducts evaluation on the renovation scheme,finally,it analyzes and evaluates the anti-risk capability of the renovation project through sensitivity analysis.(5)Water conservation supporting project maintenance and management of irrigation districtFirstly,it analyzes the contents needing maintenance and management after the water conservation supporting project is completed,and puts forward corresponding measures,secondly,it calculates the water price,and finally,it analyzes the related characteristics of the information management platform of irrigation district.
