Recently, with the development of software industry and the promotion of software quality consciousness, the Third-party software testing industry grows up swiftly. Facing the keener and keener competition, every enterprises has to face such challenge that how to design,sustained and adjust HR management system, so as to keep the talents,take full advantage of the ability of the talents. It is the gateway to the development that changing tradition management pattern and using mature ideas of project management.As a key activity of HR management, Performance Appraisal is an effective measure to inspire the potential of the staff,remain the key competitive and realize the strategy. For the knowledge-intensive software testing industry, Performance Appraisal is extremely important. But the present Performance Appraisal work in Third-party software testing industry is in poor. By now, there is few of researches on the Performance Management.This paper presents a thorough study of performance appraisal system design in CP Software Testing Centre which is professional Third-party software testing organization, and applies the scientific performance assessment techniques, according to the developmental situation and characteristics of project management of software testing. First of all, This paper introduce the main theories about Performance Appraisal. And then summarize the status and problems Concerning Performance Appraisal After intensive an on-the-spot investigations and interview. in addition, it analyze the reason thoroughly with the work flow. Considering the factors of development stage,organizational structure,business nature,operational characteristics and so on, it designs the Performance index for team,manager and staff, by BSC,MBO,KPI and 360-degree feedback. All levels of assessment weight is determined by Delphi and AHP. At last, The algorithm of manager performance and staff performance is proposed based on team performance. The transition from team performance to individual performance was realized. The aim of the team performance driving the individual performance was achieved, and thus the performance appraisal system design for CP Software Testing Centre was completed. This work can effectively promote Performance Appraisal more systematic,rational,accurate and practicable, which can improve the performance appraisal. In addition, this paper illustrated the detailed realization step for the method of comprehensive evaluation on staff by fuzzy evaluation theory.
