When China joined WTO in 2001, the Chinese government promised to open the domestic engineering quality testing market gradually. Since that, the socialistic market economy structure was built and enhanced, the reformation of the state-owned institutes deepened step by step. The local testing institutes which used to be protected from competition are now encountering unprecedented challenges.The key to the success of the competition is talent. Domestic testing institutes should embrace the enterprise management concepts and set up an effective HR system, to ultimately attract and develop talents. Only in this way can the testing institutes survive and gain their advantages in the cutthroat competition. As a state-owned institute, The Municipal and Gardening Engineering Quality Testing Laboratories of Guangzhou (ab. as MGEQTL) is facing the foresaid challenges. Focused on this topic, this thesis introduces basic theories of performance management, its effects on the organization and individuals as well as its benefits, key steps of implementation, and its mathematical model. Then this thesis uses MGEQTL as an object, studies its status quo and analyses the main problems that it is facing. Based on above findings, the thesis describes the course of exploring and implementing a practical performance management system for local testing institutes that meet their development needs. In addition, this thesis describes the changes happened in the institute since the implementation of the performance management system, along with the solutions for new occurred problems.
