Sustainable Water Resources Projects After Evaluation System Study

Post-evaluation Project plays a critical role in summing up success and failure experiences of the management and improving the scientific level of decision-making. Post-evaluation of investment projects is increasingly emphasized by various domestic industries. Since the entrance into 21st century, China, with the great emphasis on the water scientific-technical innovation, has changed the direction of water control, realized the changeover from traditional water enterprise to the modern and sustainable water enterprise. It has increased the investment in water resources greatly and the developed the construction of water infrastructure on a large scale. In order to improve continuously the decision-making and management level of our water conservancy construction projects, we have to pay much attention to the importance of the post project evaluation, strengthen continuously the research on the relevant theories and methods, conform to the development direction of our water conservancy construction and introduce the concepts of sustainable water enterprise into the research of post evaluation.With sustainable-development conception as basic guiding ideology, makes a deep research into the relevant theories, mechanisms, methods and application. It makes the post-evaluation of water conservancy construction project as its object and creates four sustainable evaluation index systems of water conservancy construction project economic development index systems, social advancement index system and environmental improvement index system. It forms the water conservancy construction project evaluation system framework, presents ANP mathematics model for acquiring the weight values, and shows super decision software to solve this model. It also creatively uses the fuzzy comprehensive evaluation approach to create evaluation model of water conservancy construction projects.Still, we demonstrate one water conservancy construction project, and draw a conclusion that it is in sustainable development. According to the result, we carry out a general diagnosis for the project to find out the aspects that need to be improved and paid enough attention. Finally, it systematically explains the application value and condition of sustainable development theory in large-scale water conservancy construction Projects and also expects its application foreground.
