In traditional information science, formal scholarly communication refers to indirect li-terature delivery from information departments to users with the help of literature information system, which basically presents itself as paper document delivery, while informal scholarly communication involves direct communication between information senders and receivers, such as discussions and reports. However, the prospering Internet changed the way people acquire information, nowadays, people are using formal communication based on scientific literature databases and informal communication based on document-sharing platforms, scholarly Blogs, BBS and e-mail. An investigation in the paper shows that they are inclined to use the former in scientific research and the latter in daily study.Academic impact measures the extent to which relevant subjects or carriers influence the academics. Qualitative peer review and quantitative citation analysis are two major techniques used in traditional academic impact evaluation. Under the backdrop of Internet-based scho-larly communication, all the participants involved have changed the way they work, and in-formation contents are impacting people differently, which calls for a new type of assessing system better suited, thus by digging into users' literature utilizing behaviours, we can get an insight into measuring the academic impact both qualitatively and quantitatively. Some in-formation providers are now displaying citation frequency and download frequency of docu-ments, paving the way for qualitative evaluation of academic impact basing on databases.This study sets its foot in disclosing the laws in user document citing and downloading. Firstly, a questionnaire-based investigation is conducted to find the students' and experts' mo-tives. Secondly, a quantitative analysis has been done to simulate the distribution of citation frequency and download frequency at the level of paper, journal and institution for four dif-ferent areas, which shows that citation frequency obeys Power-law, and download frequency is unevenly distributed among its subjects. Another quantitative analysis discovers that corre-lation between citation frequency and download frequency at the level of journal and institu-tion are much higher than that of paper level. Quantitative and qualitative analysis in this pa-per are complementary in unveiling the laws of user citing and downloading in Internet-based scholarly communication, with the hope of contributing a little to the reform of academic im-pact evaluation.
