The disposal of trans-boundary water pollution is the weak part of watershed management, and it gets more and more attention since the Songhua River water pollution break out in the year of 2005. Nevertheless, for lack of sharing mechanism for information and effective collaborative decision making platform during the upstream and downstream of the river basin,the reaction of response to the trans-boundary water pollution emergency was always delayed. In this paper, collaborative decision-making model for trans-boundary water pollution is designed and implemented by the introduction of distributed multi-agent technology.Firstly, game theory is applied to analysis the governance and sewage waste-water treatment behavior of along the upstream and downstream river. At the same time, a Nash equilibrium is established to get the conclusion that the internalization of negative externalities comes only through the cooperation of the upstream and downstream stakeholders and the social welfare will be maximized as well.Secondly, the watershed is divided into two Agent groups by the use of multi-agent technology for the geographic distribution of the governance. The upstream and downstream government,the functional departments,stakeholders ,NGO and the public are all see as an single Agent, and the basin pollution planning, prevention solution and Loss compensation scheme would be determined by the game of The upstream and downstream government.The collaborative disposal of a sudden water pollution in a certern river basin is implemented by wighted contract net during the agents.After that, ArcGIS Server and JADE are used respectively to program the trans-boundary environmental risk information sharing and collaborative decision-making platform.Finally, the platform is tested by the Songhua River pollution incident in the year of 2005. The design of trans-boundary environmental risk decision-making platform can meet the collaborate decision-making of watershed upstream and downstream stakeholders.
