Our country is a geological disaster and natural disaster prone country, earthquakes, mudslides, typhoons and other natural disasters are frequent occurrence, emergency communication corresponding research has been paid more and more attention. In this paper, I studied the emergency communication technology, emergency communication command technology and emergency motorized command communication ability, summarized the research on the key technology of emergency communication, propose a new model of emergency communication network construction, an AHP evaluation model, and comprehensive assessment of the emergency motorized command and communication ability.In this paper, through the research on the background of emergency communications, the analysis of emergency communications research status at China and abroad, then introduced and expounded the importance of emergency communication technology. And check large amounts of data, analyzes and summarizes the demand of emergency communications, the communication goal if needs of emergency communications to be, how to guarantee the emergency communication needs, the communication needs of important users. Study on some related new technology used in emergency communications, such as wireless sensor networks, wireless Ad-hoc networks, the TD-LTE technology’s application in emergency communication network.This article proceed from the actual situation, through the studied of recent "5.12" Sichuan Wenchuan earthquake and "8.03" Yunnan Ludian earthquake, according to the emergency rescue and emergency communications actual situation, through the comparison of various communication modes, the role of public network, fixed-line technology and other communication models in emergency communication, PCM equipment, SDH equipment and insulate line used in communication. HF and VHF radio communication mode, the use of CDMA, FM and TD-LTE in emergency communication technology, summarized and put forward the three-dimensional multiple emergency communication network architecture, and studies the network architecture and network model.In the research process, I introduce the analytic hierarchy process (AHP) method, put forward the evaluation model, according to the actual situation, to determine a place of China emergency motorized communication command ability evaluation indicator and determines the comparison matrix, and then using the basic theory and method of analytic hierarchy process by MATLAB software programming, and finally gives the evaluation results, the evaluation model and evaluation system are general. According to the analysis method and the evaluation model, we can conduct a general analysis and comprehensive assessment.
